ATTACHMENT IV <br /> <br />ACCOMPLISHMENTS <br /> <br />CABARRUS DSS PRODUCTIVITY/COST CONTAINMENT EFFORT <br /> <br /> The intensive effort of Department staff since July, 1993 to increase productivity <br />and contain costs through paperwork reduction, automation, revenue enhancement, and <br />policy improvement has produced the following major accomplishments: <br /> <br />-- Development of North Carolina's first public assistance single application. This <br />time-saver greatly reduces time required for application taking and eligibility reviews. At <br />last count, 52 counties had adopted this Ketner Productivity Award winning process. <br /> <br />-- Automation of the single application under a Cannon Foundation grant to further <br />boost staff productivity. <br /> <br />-- Transfer of staff saved from wasteful paperwork activities to needed human <br />service positions. (See Attachment I a, "Getting Better, Not Bigger"). <br /> <br />-- Reduction of the County's cost for DSS administration by one percent per year for <br />three of the past four years with more reductions planned for next year. From June 1993 <br />through June 1995, public assistance caseloads increased 17%. <br /> <br />-- County savings of approximately $1,460,000 per year as compared to the average <br />North Carolina county from revenue enhancement efforts of DSS staff which have <br />produced a required county match for DSS administrative costs of only 22% as compared <br />to the 47% average for all counties. <br /> <br />-- Enactment of the the only welfare reform legislation from the last session of the <br />General Assembly, a provision for the Department's workfare demonstration project. <br /> <br /> <br />
