ATTACHMENT IV

ACCOMPLISHMENTS

CABARRUS DSS PRODUCTIVITY/COST CONTAINMENT EFFORT

The intensive effort of Department staff since July, 1993 to increase productivity
and contain costs through paperwork reduction, automation, revenue enhancement, and
policy improvement has produced the following major accomplishments:

-- Development of North Carolina's first public assistance single application. This
time-saver greatly reduces time required for application taking and eligibility reviews. At
last count, 52 counties had adopted this Ketner Productivity Award winning process.

-- Automation of the single application under a Cannon Foundation grant to further
boost staff productivity.

-- Transfer of staff saved from wasteful paperwork activities to needed human
service positions. (See Attachment I a, "Getting Better, Not Bigger").

-- Reduction of the County's cost for DSS administration by one percent per year for
three of the past four years with more reductions planned for next year. From June 1993
through June 1995, public assistance caseloads increased 17%.

-- County savings of approximately $1,460,000 per year as compared to the average
North Carolina county from revenue enhancement efforts of DSS staff which have
produced a required county match for DSS administrative costs of only 22% as compared
to the 47% average for all counties.

-- Enactment of the the only welfare reform legislation from the last session of the
General Assembly, a provision for the Department's workfare demonstration project.
