sCabarrus County <br />heriff's Department <br />Robert M, Canaday, Sheriff <br /> <br />February 29, 1996 <br /> <br />Mr. Jeff Barnhart, Chairman <br />Board of County Commissioners <br />Cabarrus County <br /> <br />Dear Mr. Barnhardt: <br /> <br />I learned of the study to privatize the counties microfilm <br />service recently, when we were contacted to check the quality on <br />some sample films being provided by some potential vendors. <br /> <br />In evaluating the outside vendors that responded to the counties <br />study I see significant problems that we do not experience <br />currently. <br /> <br />As I understand the outside vendor process they would photo each <br />document in a rapid process. If any of the photos are detected <br />by them as not being properly exposed they will flag that photo. <br />They will then send the entire roll of film to us for us to <br />evaluate and then accept or return the specific document(s) to be <br />copied again with the new copy being spliced into the proper <br />location. <br /> <br />This full review of each film will be extremely labor intensive <br />for our staff. <br /> <br />A secondary concern, but one of major significance for us, is the <br />security of information contained in our files being delivered to <br />persons who we do not know or have any way of screening for <br />security purposes. <br /> <br />We deal with very sensitive information that is not public record <br />and I have to sign security agreements regarding the <br />dissemination of that information. <br /> <br />With an outside vendor we will have no way of knowing who they <br />are employing to do the filming or have any control of the <br />caliber of person they hire. <br /> <br />I am very much concerned about this move and would urge the <br />county to reconsider thc elimination of the in county operation. <br /> <br />I do not know what the current expense is for this service but <br />wouldn't think that it could be excessive. <br /> <br />It would appear from everything I have learned about the change <br /> <br />P,O.
