MEMORANDUM

t

N~RTH CA~OLINA

TO:

FROM:

DATE:

RE:

Board of Commissioners

John D. Day, Area Manage

February 28, 1996

Governmental Center Local Area Network

About one year ago, the managers from Information Services presented you their 5~year strategic
plan, which included, among other things, the formation of local and wide area networks. These
networks form the foundation of the entire I. S. strategic plan and will literally change the way we
do business.

Once in place, the networks will allow for employees to communicate using electronic mail.
Employees will share data stored on the network server. Most paper forms will disappear and
become electronic, reducing costs and saving money and time.

Significantly, these networks will also open the door to public access of county data, both
remotely and from county-owned public access stations. Businesses and the public will be able to
communicate with county employees via electronic mail. For example, builders could make initial
application for permits electronically. Inspections could be requested the same way (24 hours a
day) and the inspectors' schedules could be viewed on line.

Developers, locally and from across the country will access Gold Net for parcel, uti!ity, street,
soil, demographic and zoning data without leaving their offices. Realtors and attorneys will view
and download tax and parcel data, as well as deeds, from their desks. Providing public electronic
access will save many hours of employees' time, thus increasing productivity. This public access
will also provide for compliance with the new public records law.

The starting point for all of this is in the Governmental Center. The start up cost is $34,228.75.
An itemized cost list and an implementation schedule is provided on the next page.

I am requesting approval of this project now because the demand for information is so great. This
is a project that will truly open up government and benefit the public, the business community and
enhance the efficiency of county government.

Office of the County Manager

P 0 Box 707 · Concord.
