Clifton, Jr., County Manager <br /> <br />RE: Animal Control Consolidation <br /> <br />This memorandum outlines a proposed schedule and implementation process for the <br />transfer of animal control responsibilities to the Sheriffs Department and the assumption <br />of the City of Concord's animal control operations. There are several issues that need <br />County Commission's direction and approval before implementation can begin. <br /> <br />First, it is proposed that the Sheriff will assume oversight responsibility for the current <br />County animal control operations as they now exist on April 1, 1996. Budgetary actions will <br />remain within current assignments, with animal control related budgets being transferred to <br />the Sheriffs Department beginning July 1, 1996. All vehicles, equipment, facilities and <br />employees now a part of the current animal control function would come under the <br />direction of the Sheriff on April 1, 1996. Additionally, the current staffing for the County's <br />function is 6.73 FTE and it is proposed it will increase to 7.0 FIE effective April 1, 1996. <br />It is my understanding that the part-time staff member is already a certified law enforcement <br />officer. (Staffing is again discussed later in this memorandum.) <br /> <br />Next, it is proposed that the Sheriffs Department will extend animal control services to the <br />City of Concord beginning July 1, 1996. As a part of that extension of services, the staffing <br />for animal control will increase to 9 FTE. (The City of Concord currently has 2.5 FTE <br />staffing for its animal control activities.) The consolidation of services is proposed to extend <br />24 hours a day, 7 days a week coverage with a total of 9 designated positions and backup <br />from current Sheriffs Department staffing. Animal control officers will also serve other <br />designated functions in support of Sheriffs Department needs. <br /> <br />As part of the assumption of Concord's current animal control operations, the following <br />mutually agreeable actions need to occur: <br /> <br />The City of Concord will transfer operational control of its existing facility to the <br />Sheriff on or before July 1, 1996. <br /> <br /> Office of the County Manager <br /> <br />Cot,cord, ,"lC 25026 C707 · i7041 758-8100 ,.
