The City of Concord will agree to adopt a revised County Animal Control Ordinance <br /> as provided as attachment hereto, subject to review by each jurisdiction's legal counsel. <br /> <br />3. The County will amend its existing Animal Control Ordinance as outlined above. <br /> <br />The City will provide at no cost to the County an appropriate site on City owned land <br />located off of Highway 49 at the old wastewater ireatment site for the construction and <br />operation of a permanent County animal control facility. <br /> <br />A. The City and County will jointly participate in site preparation. The City will <br /> remove trees and brush in the area, processing it into mulch for soil stabilization <br /> and landscaping. <br />B. The County through its own resources will provide "rough grading" to the site and <br /> dispose of excess materials on site. <br />C. The City will provide finish site grading and insure proper drainage with the <br /> installation of appropriate drainage piping and catch basins as necessary. <br />D. The City will provide and install base stone for driveways and parking areas. <br />E. The City will provide a 2-inch water tap and extend a 6-inch sanitary sewer <br /> service to the site. <br />F. The County will contract for the design and construction of a facility capable of <br /> handling the animal control functions for Cabarrus County and its cities. <br />G. It is requested that the City provide for the transfer of its existing equipment and <br /> vehicles now in use for the City's animal control operations to the County. IF <br /> NOT, then it will be necessary to budget for added equipment and vehicles to <br /> assume the response for areas now served by the City. <br />H. The City agrees to be responsible for the removal of the existing City animal <br /> shelter once the new facility is in operation. <br /> <br />NOTE: It is planned that the new facility be designed so as to allow for a future addition <br />of a separated use by a designated Humane organization that would assume responsibility <br />for any "adoption" program that might be pursued at a later date. <br /> <br />The County has previously contracted for the design of an animal control facility with an <br />architectural firm from Wisconsin. A fairly elaborate design concept plan has been <br />developed. The Sheriff has developed a functional design concept that meets his proposed <br />conceptual needs. It appears to be functional and potentially more cost effective. Pending <br />a review of the agreement previously entered into by the County with the Wisconsin firm <br />by legal counsel, we may want to take one of the following actions: <br /> <br /> <br />
