Memorandum <br />Page 3 <br />February 29, 1996 <br /> <br />a. We can forward the Sheriffs design to the Wisconsin firm and ask that they <br /> develop more detailed building concept plans for our review, and ultimately allow <br /> that firm to serve as project architect through the bidding process. (Estimated <br /> cost to be $20,000 +/-.) <br />b. We can (if possible) cancel the contract with the Wisconsin firm and formulate <br /> a Request For Proposals for a design/build contract based on the Sheriffs <br /> proposal. <br />c. Take some other approach as directed by the County Commission. <br /> <br />We have no estimated cost for the new facility other than an earlier estimate of $500,000+ <br />for the original design alternative provided by the Wisconsin architectural firm. <br /> <br />One final consideration that will be required for this project to be initiated will be County <br />Commission's action to approve funding for the assumption of the Concord personnel and <br />construction cost of any new facility developed. While this project does expand the County's <br />funding obligations as well as the Sheriffs operational responsibility and transfer total <br />animal control response to County Government, it also provides for the logical extension <br />of a basic County service to all Citizens in the most cost effective manner. Certainly, the <br />current facilities and operational procedures are not effective or efficient. <br /> <br />Your action/direction is required for this project to move forward. <br /> <br /> I. Transfer of County's animal control function to Sheriff (April 1, 1996). <br /> II. Adoption of revisions to County's animal control regulations (ASAP). <br />III. Agreement to assume Concord animal control responsibility (July 1, 1996). <br />IV.
