MEMORANDUM <br /> <br />TO: <br />FROM: <br />DATE: <br />SUBJECT: <br /> <br />Cabarrus County Board of Health <br />Animal Control Subcommittee <br />Febmary 15, 1996 <br />Recommendation to Change Deparmaent Assignment of Animal Control <br /> <br />SITUATION: Currently, Cabarms County Animal Control with its staff of 6.73 FTE employees <br />is directly supervised by the Environmental Health Supervisor at the Health Department. 'At the <br />1/18/96 Board of Health meeting Jan Bryant, Animal Control Supervisor, requested consideration <br />be given to changing this reporting relationship in order to provide enhanced service to Cabarrus <br />County citizens. <br /> <br />A subcommittee, consisting of Kenneth Mills, Dr. Mark J. Stehr, Dr. C. H. Smith, Jr., <br />Jan L. Bryant, and Capitola Stanley was appointed to review the possible options and make a <br />recommendation. The subcommittee met on 1/26/96 and considered the following options: <br /> <br />- Leave in the Health Department as a part of Environmental Health. <br /> <br />- Assign to the Sheriffs Department as a reporting section similar to Court Security. <br /> <br />- Have report directly to the County Manager or an Area Manager as a department. <br /> <br />RECOMMENDATION: ARer reviewing the options, the subcommittee focused on the Sheriffs <br />Department option and subsequently met with SheriffRobert Canaday to confirm the feasibility of <br />such a change. As a result, it is recommended that the Animal Control staff, equipment and <br />facilities come under the direct supervision &the Sheriff. <br /> <br />This is deemed to be the option that would best improve service to the citizens and also address <br />Ms. Bryant's staffing concerns. <br /> <br /> · There would be quicker response and resolution to citizen's calls -- especially on <br />weekday evenings and weekends. Calls to the Sheriffs Department Communications Center <br />would be referred internally to an on-duty employee instead of paging off-duty personnel as it is <br />now done. Citizen questions could be handled without two or more phone calls and the <br />additional time it would take for an on-call employee to arrive on the scene. <br /> <br /> · Uniformed deputy sheriffs responding to animal control calls would command the higher <br />level of respect and authority necessary_ to successfully carry out the duties in the field. <br /> <br /> <br />
