Also. the revised Ordinance will be presented for <br />approval at the next meeting. <br /> <br />~ab~e Television Franchise Negotiations Uodate - Mr. John Day <br /> <br /> Mr. Day presented an update on the cable franchise negotiations by the City <br />of Concord and Cabarrus County with Time Warner Cable. He outlined the primary <br />issues as follows: (1) Service, including minimum density requirements; (2) Local <br />programming; (3) Institutional service, Including one channel for governmental <br />access and one channel for education access; (4) Franchise fee which is currently <br />three percent of gross receipts; and (5) Term of new franchise. <br /> <br /> Negotiations will continue withTime Warner and should be completed within <br />~wo to three months. <br /> <br />Comments by Ms. Betsy Carpenter <br /> <br /> Ms. Betsy Carpenter addressed the Board regarding a number of animal <br />control issues, including the cost of rabies treatment and the licensing of <br />animals. She asked that the rabies quarantine be lifted to allow the adoption <br />of dogs and cats at the Animal Shelter. She reported that persons are dumping <br />their dogs and cats rather than take them to the shelter, thus making the problem <br />of strays worse. Also, Ms. Carpenter stated the need for more educational <br />programs, rabies canvassing and vaccination clinics. <br /> <br />Wate~ and Sewer District Meetin= <br /> <br /> Chairman Barnhart recessed the meeting until the conclusion of the Water <br />and Sewer District meeting. <br /> <br />Chairman Barnhart reconvened the meeting of the Board of Commissioners. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Barnhart opened the meeting for informal public comments at 8:10 <br />P.M. <br /> <br />Ffshertown Community Development Project <br /> <br /> Mr. Pressley Torrence addressed the Board regarding work on his aunt's home <br />at 5056 Macon Street in 1992 and the community development work in the Fishertown <br />community. He complained that the homes on Charlie Walker Road have been <br />completely renovated and that his aunt's house was not. According to Mr. <br />Torrence, there are cracks around the windows as well as on the front porch of <br />his aunt's home. <br /> <br /> Commissioner Casper discussed the Community Development Block Grant program <br />and her efforts to get more funding for this area of the state. She suggested <br />that Mr. Torrence send documentation regarding his complaints to the Governor. <br /> <br /> Chairman Barnhart read :he following list of work that had been performed <br />on Ms. Russell's home at no cost to her: replaced roof; installed new floors in <br />bathroom and kitchen; insulated bathroom exterior walls; replaced broken glass <br />in storm windows; installed deadbolt locks on entry doors; rewired the home and <br />painted the home. Also, sewer was connected at no cost to Ms. Russell. <br /> <br /> Mr. Bob Stark, Consultant, explained that the work on Ms. Russell's home <br />was completed with funding left over from the 1991 Highway 73 Community <br />Development. He discussed the Community Development Block Grant program <br />regulations and the use of grant funds to improve homes in a targeted area. Mr. <br />Stark commended the Board on the extensive Community Development work that has <br />been done in Cabarrus County in recent years. <br /> <br />Micro~raohtcs Prolram <br /> <br /> Mr. Mark Bauer, owner of a micrographics company, addressed the Board <br />regarding the recent micrographics program bid proposals. He questioned the <br />posting of agenda information on the Internet and advised the Board that his <br />company does have security measures in place for the microfilming of doouments. <br /> <br /> <br />
