February 20,

Hon. Jeffrey L. Barnhart
Chair, Board of County Commissioners
2670 Saddlewood Circle
Concord, NC 28027

Dear Chai,a-mn Barnhart:

During April, 1996, Concord is celebrating the 200th anniversary of her
founding. We have a full slate of activities planned for that month, beginning
with opening ceremonies at the Historic Cabarrus County Courthouse on
Monday, April 1, 1996, beginning at 7:00 p. m. The program that evening will be
about an hour in length, and a reception will follow. We are extending the
opportunity to Concord's sister municipalities and to Cabarrus County to
congratulate the city, on this milestone by enacting a resolution or proclamation
to be presented to Mayor Liles at the opening ceremonies. If you and your board
decide to take part in our celebration in this way, we would like to have you or a
member of the board participate in the program that evening and present the
resolution at the appropriate time. We will be sending a separate invitation to
the event to you and all members of the board.

If you would like to have further information about the program that
evening, or any part of the monthlong celebration, please let me know. My
number at the Courthouse is 786-4137. If I am in court, they will get a message
to me. My home telephone number is 932-8188 and there is an answering
machine if I happen to be away.

I am enclosing a copy of the Proclamation the cities issued in 1992 as part
of the County Bicentennial for your info,¥,-tation. Thank you very much for any
help you can give us. With best wishes, I am

Sincerely,
a~r~-~~- ~
ence E.
