Barnhart, Chairman <br />Cabarrus County Commission <br />PO Box 707 <br />Concord, NC 28026 <br /> <br />Dear Mr. Barnhart: <br /> <br />In June 1997, the National Association of Regional Councils (NARC) will hold their annual <br />conference in Charlotte. This conference, which is being hosted by three regional <br />councils, the Centralina Council of Governments, the Western Piedmont Council of <br />Governments in Hickory, and the Catawba Regional Planning Council in Rock Hill, and <br />is expected to attract approximately 1,000 delegates - most of whom are elected <br />municipal and council officials. <br /> <br />The primary thrust of NARC is to advocate regional approaches in dealing with problems <br />confronting regions and to promote regionwide public/private/civic partnerships as the <br />key strategy in addressing these problems. Since being established in 1967, NARC has <br />made significant contributions to the thrust of national legislation as it affects the <br />metropolitan and rural regions of America. It is credited with promoting the innovative <br />provisions of the Intermodal Surface Transportation Efficiency Act (ISTEA) which gives <br />local governments and Metropolitan Planning Organizations (MPOs) greater flexibility and <br />authority in how federal transportation funds are used in their communities. NARC and <br />its member councils are also involved in economic development, water quality, water <br />supply, air quality, aging, housing, workforce training, solid waste and a variety of other <br />programs. <br /> <br />In order to attract this conference to Charlotte, it was necessary for Centralina to make <br />certain commitments which have financial implications not covered by our normal budget. <br />These include having Centralina's staff involved in the planning and operation of the <br />convention preceding the one to be held here in 1997.
