7O <br /> <br />WHEREAS, the quality and quantity of these products depend on the <br />conservation, wise use and proper management of soil and water <br />resources: and <br /> <br />WHEREAS. protection of our water from pollution depends on sound <br />conservation practices; and <br /> <br />WHEREAS~ conservation districts provide a practical and democratic <br />organization through which landowners take the initiative to <br />conserve and make proper use of these resources; and <br /> <br />WHEREAS, the conservation movement is carrying forward a program of <br />soil and water conservation in cooperation with numerous partners: <br /> <br />THEREFORE I, in full appreciation of the value of our soil and water <br />to the public welfare, and desiring to honor those who protect those <br />resources, do hereby proclaim April 28 through May 5, 1996 <br /> Soil and Water Stewardship Week <br />In witness whereof I have hereunto set my hand and caused the seal <br />of Cabarrus County to be affixed. <br /> <br />/s/ Jeffrey L. Barnhart <br />April 16, 1996 <br /> <br />Adoption of Dru~/Alcohol Policy for County Van Drivers <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Casper and <br />unanimously carried, the Board adopted the ~Cabarrus County Substance Abuse <br />Policy for Contracted Transportation Providers" as submitted by Mr. Mike Byrd, <br />Transportation Planner, to be forwarded to the North Carolina Department of <br />Transportation as required. The Policy as adopted by the Board is on file in the <br />Office of the County Manager and hereby included by reference as a part of the <br />minutes. <br /> <br />Adgption of Solicitation Policy for County Property <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Casper and <br />unanimously carried, the Board adopted the following Solicitation Policy. <br /> <br /> SOLICITATION POLICY <br />Cabarrus County, North Carolina <br /> <br />STATEMENT OF POLICY <br />Soliciting to sell, actual sales or requests for donations, is <br />prohibited on Cabarrus County property unless otherwise approved by <br />the Cabarrus County Board of Commissioners. <br /> <br />EXEMPTIONS <br />The County does recognize the importance of voluntary support of <br />charitable non-profit organizations within the community and will <br />consider approving their fund-raising activities as exemptions to <br />this general policy. These may include: <br /> <br />· County sponsored - such as the annual United Fund Drive and <br /> Red Cross blood drive where a limited amount of employee time <br /> is permitted for fund-raising/donations. <br /> Individual employee supported - such as school band candy and <br /> Girl Scout cookie sales, in these cases, employees cannot <br /> solicit, distribute, be solicited or receive goods during <br /> normal working hours. Such approved activities may be <br /> conducted in non-public areas after normal working hours or <br /> during authorized meal and break periods. <br /> <br />Employee flower/gift funds of County departments may also be <br />exempted from this policy, <br /> <br />The County Manager may approve such exemptions under the above <br />guidelines, A list of currently exempted organizations, activities <br />and funds will be maintained within the County Manager's Office. <br /> <br /> <br />
