Barnhart <br />Page 3 <br />April 3, 1996 <br /> <br />The Health Authority is a good idea for Cabarrus County for the <br />following reasons: <br /> <br />(1) Creates new public health entity with greater operational <br /> flexibility to adapt to changing health care market demands; <br /> <br />(2) Facilitates county-wide health planning by increasing <br /> collaboration between public and private health service <br /> providers; <br /> <br />(3) The county payroll is significantly reduced; <br /> <br />(4) The county's cost for indigent health care is Stabilized for <br /> the foreseeable future; <br /> <br />(5) <br /> <br />The Authority insulates and protects the county from financial <br />risks as financing health care becomes more of a local <br />responsibility; <br /> <br />(6) <br /> <br />The Authority will allow for improved efficiency of public <br />health operations (revamping personnel system and reducing <br />administrative costs); and <br /> <br />(7) <br /> <br />Provides opportunities for public and private health service <br />providers to contractually join together to provide selected <br />services; thereby eliminating unnecessary and costly <br />duplication of services. <br /> <br />The Health Authority will perform the following functions: <br /> <br />(1) Assuring conditions in which the people of this region can be <br /> healthy; <br /> <br />(2) <br /> <br />Regularly and systematically collect, assemble, analyze, and <br />make available information on the health of the community, <br />including statistics on health status, community health needs, <br />and epidemiologic and other studies of health problems; <br /> <br />(3) <br /> <br />Assure that services necessary to promote the public health <br />are provided, either by encouraging action by other entities <br />or by cooperating with other entities to provide the needed <br />services; <br /> <br />(4) <br /> <br />Policy development and leadership that foster local <br />involvement and a sense of ownership, that emphasize local <br />needs, and that advocate equitable distribution of public <br />resources and complimentary private activities commgnsurate <br />with community needs; <br /> <br /> <br />
