This advisory board shall consist of a <br />majority of consumers of health care services and a <br />representative shall be appointed from each township in <br />Cabarrus County. <br /> <br />(3) <br /> <br />The Cabarrus Health Authority shall have any of the duties and <br />responsibilities enumerated in the General Statutes and listed <br />in Appendix A. <br /> <br />(4) <br /> <br />The Cabarrus Health Authority shall be the employer of all <br />current county health department employees except those whose <br />duties and responsibilities fall within the following areas: <br />(1) Environmental Health, (2) Vital Records, and (3) <br />Communicable Diseases. These employees would continue to be <br />county employees under the responsibility of the Board of <br />Health and the Board of County Commissioners. <br /> <br />The chart below delineates service responsibilities for the <br />Health Department and the Health Authority: <br /> <br />Cabarrus Board of Health <br /> <br />*Environmental Health <br />*Vital Records <br />*Communicable Diseases <br /> <br />Cabarrus Health Authority <br />*Prenatal Care <br />*Family Planning <br />*Well-Child Screenings <br />*Orthopedic Screenings <br />*School Health <br />*Health Education/Wellness <br />*Social Work <br />*Nutrition/WIC <br />*Adult Health Screening <br />*Dental Health <br />*Home Health <br />*Emergency Medical Services <br />*Laboratory Services <br />*Jail Health Services <br /> <br />It is anticipated that Home Health Services would be placed <br />under the Health Authority in the short-term if not <br />immediately. Emergency Medical Services will be studied to <br />determine the appropriateness of placing it under the <br />Authority. <br /> <br />(5) <br /> <br />The Cabarrus County Health Director would continue in that <br />capacity as well as becoming the executive director of the <br />Cabarrus Health Authority. <br /> <br /> <br />
