The Health Authority will perform <br />the following functions: <br /> <br />(1) <br /> <br />Collects and analyzes available information on the health <br />of the community, including statistics on health status, <br />community health needs, and epidemiologic and other <br />studies of health problems; <br /> <br />(2) <br /> <br />Provides leadership that fosters local involvement and a <br />sense of ownership, that emphasizes local needs, and that <br />advocates equitable distribution of public resources and <br />complimentary private activities commensurate with <br />community needs; <br /> <br />(3) Assures conditions in which the people of this region can <br /> be healthy; <br /> <br />(4) <br /> <br />Assures that services necessary to promote the public <br />health are provided, either by encouraging action by <br />other entities or by cooperating with other entities to <br />provide the needed services. <br /> <br /> <br />
