Public Hearing <br />Innovative Economic Development Demonstration Grant Application <br /> <br />The N.C. Department of Commeme has announced a new program that is aimed at <br />helping people get offwelfare using the Work First program combined with economic <br />development projects. <br /> <br />Favoni Corporate Center, a recently approved industrial park located on Derita Road <br />adjacent to the Concord Regional Airport entrance, proposes to construct a day care <br />center as the first building in the center. Five or six single parents with day care aged <br />children will be identified by the Cabarrus County Department of Social Services to be <br />trained and employed at the day care center. As business and industry is located in the <br />Corporate Center these workers will be moved into better paying new jobs and new <br />single parents will be moved into the new job openings at the day care center. <br /> <br />The Innovative Demonstration Program will grant up to $35,000 per job created. The <br />grant money is proposed to be used to install water, sewer and a street to the site. Private <br />funds will be used to construct and equip the day care building. No County money will be <br />required. <br /> <br />It is hoped that the Department of Commeme will judge this project as a way to <br />accomplish several good things: 1. Get people off welfare and, at the same time assist in <br />the care of their young children - often a stumbling block, both in cost and time <br />expended; 2. Encourage the construction of day care centers in industrial and business <br />parks as an incentive to prospective employers. 3.
