existing development in the area is medium to Iow density single-family residential, <br />and multi-family development would be a departure from that. <br /> <br />There are physical and regulatory constraints that limit the development of this <br />property. It could be divided into single-family lots with a minimum 10,000 square <br />foot lot size, but it would be difficult to provide legal access to the divided lots. In <br />addition, the flood plain limits development. High density zoning would permit <br />development on the area of the lot outside the flood plain and no subdivision would <br />be required therefore eliminating the access issue. The size, and configuration of the <br />parcel also would make large scale development difficult. <br /> <br />The staff review of this rezoning resulted in a split vote on a recommendation. A <br />recommendation for denial can be made based on the land use plan and existing <br />development. Approval can be based on the adjoining multi-family zoning and that <br />this property is not well suited for single-family development.
