Staff <br />has been working with Midland property owners and the City of Concord to develop a method to <br />extend sanitary sewer service "availability" to the intersection of Highways 601 and 24/27. <br /> <br />A proposal to charge "sewer availability" fees to recoup any investment in the project by the County <br />has been developed and has the support of Midland property owners seeking sewer extension. <br />Because the area lacks the initial density and committed users to let the project stand alone as <br />financially feasible under the City of Concord's existing sewer extensions policy, a method to provide <br />sewer extension to the area without subsidy had to be developed. The attached resolution provides <br />for the payment of sewer "availability" fees for this project that will allow the County to recoup its <br />investment as sewer services are made available. <br /> <br />The proposal establishes a $700,000 sewer extension project to be funded by a commitment of <br />$300,000 under the City of Concord's sewer extension program, payment by eleven (11) current <br />Midland property owners of sewer availability fees estimated to be at least $70,000, and the remaining <br />$330,000t: to be fimded fi'om the County (undesignated fund balance). The County will charge sewer <br />availability fees as proposed in the resolution. The fee schedule was developed to encourage early <br />payment of the fees as the project's construction proceeds. <br /> <br />We believe that once the sewer project is announced and construction begins, the collection of sewer <br />availability fees will quickly offset the County's investment. The availability of sewer in that area of <br />the county should stimulate commercial development of the Highway 601-24/27 intersection. <br /> <br />A final note, the City of Concord is studying the "sewer availability fee" concept and may develop <br />a similar program. It is suggested that should the City actually adopt a similar proposal that the <br />County would allow the City to assume this project with the County being reimbursed its outlay and <br />future sewer availability fees in the 601-24/27 area being directed to the City. <br /> <br />Your approval of the project, the sewer availability fee concept and the potential transfer of the <br />project to the City of Concord is requested. <br /> <br />CC~ <br /> <br />John Murdock <br />Leonard Sossamon <br /> <br /> Office of the County Manager <br /> P.
