Marshall/Senior Planner ~ <br /> <br />July 12, 1996 <br /> <br />Sanitary Sewer Service in the Crossroads Area <br /> <br />The County has been approached by a group of property owners in the U.S. 601 and <br />N.C. 24/27 crossroads area to help provide sanitary sewer service to the area, as you <br />are aware. The estimated cost of the project is $703,500 and the City of Concord <br />Engineering Department is willing to contribute engineering and surveying services, <br />as well as, $301,000. This leaves $402,500 to be contributed by property owners <br />and/or Cabarrus County. A group of property owners representing 11 parcels have <br />currently committed in excess of $70,000, but for purposes of this consideration, I <br />believe we should consider maximum County cost of $402,500. <br /> <br />The City of Concord Engineering Department has studied this project and they <br />estimate that for the cost of $703,500 service can be provided in all four directions <br />from the crossroads. Estimated effluent from the parcels that could be served is <br />8,2000 gallons/day or $4.91/gallon/day. <br /> <br />The attached resolution proposes a system by which the City of Concord, property <br />owners and Cabarms County would share the cost of providing sanitary sewer <br />service. The property owner's share of the cost would be based on their expected <br />effluent, and the County in mm would be reimbursed based on the expected effluent <br />on any additional parcels or uses connecting to the public sewer. <br /> <br />If the County were to provide the entire $402,500 difference in cost, it would require <br />users producing 82,000 gallons/day of effluent to fully reimburse the County (at <br />$5/gallon/day). The rate is staggered, however, to provide incentive to potential <br />users to pay their portion of the availability fee during the construction period.
