a. A Crossroads Sanitary Sewer Service Availability Fee shall be <br />required to be paid before any property or use may access the public <br />sanitary sewer system in the crossroads area of U.S. 601 and N.C. <br />24/27. <br /> <br />b. The availability fee shall be paid before any building permit may be <br />issued for a use intended to be served by the sanitary sewer. <br /> <br />c. That fee shall be calculated based upon the estimated sewer effluent <br />of the existing/proposed use and the date of issuance of the building <br />permit. ' <br /> <br />d. The estimated effluent shall be calculated based upon N.C. state <br />standards for estimating effluent based on use. That estimate shall be <br />reduced by 25% to reflect local experience. The City of Concord <br />Engineering Department shall be responsible for estimating effluent. <br />In such cases, where there is no applicable use in the N.C. state <br />standards, the City of Concord may use a comparable local use to <br />estimate effluent. Estimates shall be in gallons per day. <br /> <br />e. The availability fee shall then be calculated based on a cost per <br />gallon of effluent with that cost increasing with time. <br /> <br />f. The cost/gallon fee schedule will be detemrined by the date of <br />issuance of the building permit and shall be as follows: <br /> <br />(1) The availability fee will be $5/gallon expected effluent for <br />all building permits issued before, during, and within 120 days <br />of completion of the construction of the sanitary sewer <br />collection system and its connection to the Muddy Creek <br />Wastewater Treatment Plant. <br /> <br />(2) The availability fee will be $6/gallon expected effluent for <br />all building permits issued more than 120 days after completion <br />of construction and before July 1, 1997. <br /> <br />(3) The availability fee will be $7/gallon expected effluent for <br />all building permits issued between July 1, 1997 and June 30, <br />1998. <br /> <br />(4) The availability fee will be $8/gallon expected effluent for <br />ail building permits issued on or after July 1, 1998. <br /> <br />g. The existing Muddy Creek Drainage Basin Availability Fee <br />adopted by the Board of Commissioners on February 6, 1995 shall not <br />be charged on any development subject to the Crossroads Sanitary <br />Sewer Service Availability Fee. <br /> <br /> <br />
