Labor representatives shall be selected from individuals recommended by
recognized State and local labor federations.

The remaining members of the WDB (Vocational Rehabilitation, Public
Assistance, Economic Development, Public Employment Service) shall be
selected from individuals recommended by interested organizations.

Representatives of Organized Labor and Community-Based Organizations
shall constitute not less than 15 percent of the membership of the council (Total
for all 6 Centralina SDA counties).

T'ne Centrslina Work3'or~e Devalcpment ~oard meets every' other month. The
WDB is designed to be the all-encompassing planning board/council for the
development of a comprehensive workforce development plan for the region.
The WDB initiates planning, coordination, and integration of various workforce
preparedness services at the local level, in addition to compiling labor market
information and conducting analysis. The Workforce Development Board plays
a key role in the new block grant/workforce development system designed to
better meet the needs of dislocated workers and other individuals seeking to
enter or rs-enter the labor force. Among the duties of the WDB, the chartering
of JobUnk/One-Stop Career Centers is one of the most important since the
centers have direct, daily contact with citizens in the counties.

The Workforce Development Board replaces separate governing boards for
individual federally funded programs. The Centralina WDB also makes decisions
about the allocation of funds, choice of service providers, monitoring a~es,
and coordination of various local job training efforts (including JTPA) to further
workforce preparedness in the county.

The core functions of the Centralina WDB are policy guidance (strategic
planning and coordination) and program oversight (program planning, labor
market information, career center chartering, plan review, and
evaluation/monitoring).

The Centralina WDB meeting is generally held the second Tuesday of the
meeting month at 4:30 PM at Centralina COG in Charlotte.

C. ~pecific Re~_uests

Pier.se obtain nominations and appoint two (2) individuals to fill the terms of
July 1, 1996 - June 30, 1998. Nominations and appointments to fill the
categories of Organized Labor and Private Sector are requested. Mr. Fowler is
eligible for reappointment as the Organized Labor representative. Ms. Black-
Gold is eligible for reappointment as the Private Sector representative.

If an individual does not wish to be reappointed to the WDB, please obtain
necessary nominations for appointments. Please supply David Hollars at
Centralina a list of nominations and appointees (including name, title,
company/agency, address, and phone numbers) by July 1, 1996.
