[CAI]ARIIUS COUN~I

N~RIH CAROLINA

June 12, 1996

Mr. Alvin Hough, District Engineer
North Carolina Department of' Transportation
615 Concord Road
Albemarle, North Carolina 28001

Mr. Hough:

Mr. Chuck Prince requested that I write you to verify that it would be difficult to
impossible to build on the last remaining lot on Blackjack Oak Court.

The 100 year flood levels on Fuda Creek were recalculated in 1993-94 as part of a
restudy of portions of Cabarrus County. The new 100 year flood elevations
(regulated floodplain) that resulted make it extremely difficult to develop the last lot
due to the County's requirement that all livable areas and electrical apparatus be at
least 2 feet above the calculated 100 year flood elevation. Due to the prohibitive cost
of either raising the lot or building the house on an elevated foundation, it is most
likely that it will remain undeveloped.

I hope this is of some help to you, please call me if you have any further questions.

Sincerely,

Jonathan B.
