STATE OF NORTH CAROLINA <br />COUNTY OF ROWAN <br /> <br /> WEATHERIZATION ASSISTANCE PROGRAM <br />FOR LOW-INCOME PERSONS (ANNUAL CONTRACT) <br /> <br />ENERGY DIVISION <br />NORTH CAROLINA DEPARTMENT <br />OF COMMERCE <br />SALISBURY-ROWAN COMMUNITY SERVICE <br />COUNCIL, INC. <br /> <br />CONTRACT NUMBER- 96-1441-38(2) ' <br /> <br />PART I <br /> <br />This AGREEMENT made this 1 day of July ,199~ by and between the Salisbury- <br />Rowan Community Service Council, Inc., (hereinafter referred to as the "Subgrantee") and <br />Cabarrus County_ De_oartment of Aging. (hereinafter referred to as "Subcontractor") and the <br />Energy Division, North Carolina Department of Commerce (herinafter referred to as the "Grantee"). <br /> <br /> WHEREAS, Part A, Title IV of the National Energy Conservation Policy Act, (NECPA) Public <br />Law 95-619 provides for a Weatherization Assistance Program to assist in achieving a prescribed <br />level of energy conservation materials in the homes of Iow-income persons; and <br /> <br /> WHEREAS, The Energy Division, North Carolina Department of Commerce, has been <br />designated as the agency of the State of North Carolina responsible for administering all federal <br />funds related to the Weatherization Assistance Program; and <br /> <br /> WHEREAS, the Energy Division, North Carolina Department of Commerce desires the <br />assistance of local community organizations within the State of North Carolina in implementing the <br />Weatherization Assistance Program for Iow-income persons in Nodh Carolina; and <br /> <br /> WHEREAS, the Energy Division, North Carolina Department of Commerce has designated <br />Salisbury-Rowan Community Service Council, Inc. as the agency of the State of Nodh Carolina <br />responsible for administering the Weatherization Assistance Program in Rowan and Cabarrus <br />Counties (hereinafter referred to as the "Subgrantee"). <br /> <br /> WHEREAS, the parties hereto desire to reduce the terms of this agreement to writing; <br /> <br /> NOW THEREFORE, in consideration for the promises exchanged between both parties, the <br />Subgrantee and the Subcontractor do mutually agree as follows: <br /> <br />Section 1: Pur~)ose of Agreement. The purpose of this agreement is to provide for the <br />undertaking of a Weatherization Assistance Program (hereinafter referred to as the <br />Program) for Iow-income persons particularly the elderly and handicapped persons in North <br />Carolina by the Subcontractor and to state the terms, conditions, and mutual undertakings of <br />the parties as to the manner in which the Program will be undertaken and completed; and to <br />provide for the undertaking of a Training and Technical Program in an effort to improve the <br />efficiency and quality of services provided to Iow-income elderly and handicapped <br />Weatherization recipients. <br /> <br />Section 2: ScoDe of Program.
