This proposed contract represents an increase in the Cabarrus County allocation of $16,930 <br />as compared to the original contract that was prepared by SRCSC. This $104,330 <br />allocation for the Cabarrus County Weatherization Assistance Program represents an <br />increase of $8,230 above our total FY'96 allocation. We also receive a Heating and Air <br />Conditioning Repair and Replacement Program ( HARRP ) grant ( $13,900 FY'96 ) that is <br />available to local Weatherization Assistance Programs. ( No local match is required for <br />either of these grants. ) <br /> <br />* We have been assured that: <br /> <br />Cabarms County Department of Aging staff will take applications from Cabarrus County <br />residents and the SRCSC will be responsible for all other duties relating to intake, income <br />verification and eligibility requirements as specified by appropriate North Carolina <br />statutes. <br /> <br />All personal interviews and/or follow up concerning Cabarrus County residents will take <br />place in Cabarms County. ( No Cabarms County resident will ever be required to go to <br />Rowan County in order to participate in this program. ) <br /> <br />We have offered adequate office facilities to the SRCSC in order to provide this service. <br />( Private office space with a desk, telephone and calculator at the Cabarrus County Senior <br />Center. ) Ibis process should require approximately 8 hours per week. <br /> <br />This program will allow us to provide this valuable service to approximately 60 Cabarrus <br />County households that are primarily low income older and/or disabled residents. <br /> <br />If Cabarrus County does not participate in this program under the proposed consolidation <br />plan. the SRCSC will be required to provide these services to Cabarrus County residents. <br />They will have the options of subcontracting and/or sending their work crews(s) into <br />Cabarrus County in order to provide these services. <br /> <br />We will have no authority over this program. The quality of the services provided will be <br />monitored by the NCDOE to their minimum standards. <br /> <br />The field representatives, as well as the administrative staff of the NCDOE have repeatedly <br />commended the Cabarrus County Department of Aging for administering one of the best <br />local Weatherization Assistance Programs in North Carolina. This is a genuine <br />compliment to Louis Partain and our Weatherization crew, Doug Deadmon and Frankie <br />Mullins. However, according to NCDOE policies, Community Action Programs receive <br />priority over local government agencies. Therefore, SRCSC has been selected to serve as <br />the lead agency for our region under the new NCDOE consolidation structure. <br /> <br />Respectfully submitted <br /> <br />Michael L.
