Cabarrus County Department of Aging <br />Weatherization Program - Consolidation Update <br /> <br />The North Carolina Department of Commerce - Division of Energy ( NCDOE ) has <br />instituted a new consolidated format in an effort to reduce administrative cost within the <br />Weatherization Assistance Program. This consolidated format utilizes a multi-county <br />structure with a lead agency in each region. <br /> <br />Over the past several months, consideration has been given to consolidating Cabarrus <br />County with: <br /> <br />1. Mecklenburg County ( Cabarrus County Department of Aging to serve as lead agency ) <br />2. Union County and Mecklenburg County ( Union County Community Action to serve as <br /> lead agency ) <br />3. Rowan County ( Salisbury - Rowan Community Service Council, Inc. to serve as lead <br /> agency ) Final consolidation assignment <br /> <br />Upon notification of this decision by the NCDOE, Louis Partain and I contacted the <br />Salisbury - Rowan Community Service Council ( SRCSC ) and requested a meeting. We <br />met with representatives of the NCDOE and SRCSC and discussed the consolidation <br />process. <br /> <br />We were assured that SRCSC will serve as a facilitator for "pass through" funding for the <br />Cabarrus County allocation of these Weatherization Assistance Program funds. <br />Furthermore, we were assured that we will continue to operate as we have done in the past <br />concerning purchasing materials, supplies and equipment. We will simply be responsible <br />for meeting all of the NCDOE state standards as in the past. <br /> <br />We will submit our monthly, quarterly and annual report data to SRCSC in order for them <br />to consolidate this information into the regional reports as required by the NCDOE. <br /> <br />SRCSC submitted a one page contract for our consideration. In our opinion this contract <br />was inadequate and incomplete. We compiled additional data that we considered to be <br />important to such a document. I discussed this situation with Fletcher Hartsell and he <br />asked me to send him a copy of this information. When he reviewed this information he <br />asked for a copy of the contract between the NCDOE and the SRCSC in order to be sure <br />that our contract with SRCSC included all of the requirements that are required under state <br />statutes. -. <br /> <br />When the NCDOE realized that we have concems about the contract that was submitted by <br />SRCSC, they developed the contract that we have submitted for consideration by the <br />Cabarrus County Board of Commissioners. <br /> <br /> <br />
