CANADAY <br /> <br />DATE: SEPTEMBER 5, 1996 <br /> <br />SUBJECT: School Resource Officers for High Schools <br /> <br />Dr. Winkler, Superintendent of Schools in Cabarrus County has notified me of the <br />appropriation of funding to provide a School Resource officer for each high school in <br />North Carolina. <br /> <br />The General Assembly appropriated 14 million dollars for this purpose which equates to <br />providing maximum funding of $37, 838 for each officer (total of $75,675.00). (See <br />attached copy of the notification to the schools). <br /> <br />Dr. Winkler has requested that I proceed as soon as possible with the selection and <br />placement of resource officers at Mt. Pleasant and Northwest Cabarrus High Schools. <br /> <br />PROPOSAL AND REQUEST <br /> <br />The Board of Commissioners need to allocate two (2) Deputy Sheriff positions for my <br />Department at entry level salary plus benefits. <br /> <br />I will select trained and qualified officers to fill the two positions of school resource <br />officers (RSOs). Once the officers are selected they will assume the duties of RSOs <br />and the school system will be billed on a quarterly basis for the total compensation <br />(salary plus benefits) of the officers actually filling the positions. <br /> <br />The funding is for a 10 month period while schools are in operation. This will require <br />the county to absorb 2 months of the cost of the officers. I would not be able to hire <br />officers to work 10 months and be relieved from duty for 2 months without <br />compensation. During the 2 months that the officers are not in the schools they will be <br />utilized for law enforcement purposes in the county. <br /> <br />P.O. BOX 525 25 CORBAN AVE.
