NORTH CAROLINA <br /> <br />CABARRUS COUNTY <br /> <br /> RESOLUTION RELATING TO <br />THE ESTABLISHMENT OF A PUBLIC <br />HEALTH AUTHORITY FOR <br /> CABARRUS COUNTY <br /> <br /> Wk{EREAS, for many years the general population of Cabarrus <br /> County (the "County") has been well served by various health care <br /> facilities and institutions located in and about the County, <br /> including, but not limited to, the public facilities and services <br /> provided by and through the personnel of the Cabarrus County Health <br /> Department (the "Health Department") and administered by the <br /> Cabarrus County Board of Health (the "Board of Health"); and <br /> <br /> WHEREAS, the delivery of health care in the United States is <br /> undergoing rapid change in its nature, scope, payment mechanisms <br /> and overall organization; and <br /> <br /> WHEREAS, rapid change in the delivery of County public health <br />services requires the creation, expansion and development of <br />dynamic institutions capable of reacting quickly to change with <br />proactive integration and coordination; and <br /> <br /> WHEREAS, expansion of the scope and activities of the Board of <br />Health and reorganization of public healt~ activities of the County <br />under a semi-independent, expanded institution is in the best <br />interest of the public health and welfare of the citizens and <br />residents of the area; and <br /> <br /> WHEREAS, N.C.G.S. 131E-15, Cf. $¢¢., the "Hospital Authorities <br />Act" provides a mechanism for the creation of a dynamic public <br />health organization, in this instance more appropriately <br />denominated as a Public Health Authority. <br /> <br /> <br />
