Memorandum of Agreement <br />For Providin~ Coordinated School/Park Facility <br />Planning <br /> <br /> This agreement between the Kannapolis Board of Education and the Cabarrus County <br />Board of Commissioners is intended to establish and implement a coordinated site and facility <br />planning process for schools and parks facilities. The purpose of the coordinated planning <br />process is to optimize the co-location and use of schools and parks in a way that builds <br />communities, provides public services where they are most needed, assures the compatibility of <br />co-located services and the efficient uses of public resources. <br /> <br /> One of the primary objectives of the school/park concept is to provide adequatepark <br />space through the utili:~ation of public school facilities. This will result in the non-duplication of <br />many recreational facilities and in a cost savings to the citizens of Cabarrus County. It is <br />necessary to ensure that an adequate amount of land on the school site is purchased to allow for <br />additional community facilities. <br /> <br /> To further these goals, the Kannapolis Board of Education and the Cabarrus County <br />Board of Commissioners do hereby agree to the following separate and shared responsibilities for <br />coordinating facility planning to the extent that it does not delay necessary construction of either <br />school or park facilities. These statements of responsibilities are intended to be consistent with <br />applicable lands and regulations; where they are not, they are superseded by those applicable laws <br />and regulations. Specifically, this agreement is not intended to supersede the statutory authority <br />of the Kannapolis Board of Education to select school sites or to build, mai~ltain or repair school <br />facilities or the Cabarrus County Board of Commissioners to approve the amounts to be spent for <br />sites and to determine the funds available for schools and parks facilities. <br /> <br />The Kannapolis Board of Education and the Cabarrus County Board of Commi.~.~ioners will <br />jointly: <br /> <br />* Identify oppommifies for co-locating compatible public facilities on common sites, including <br />facilities for school, parks/recreation and other potential county facilities. By jointly planning <br />with school officials, architects, planning/zoning and the Parks/Recreation officials provide <br />valuable input into the site selection process. <br /> <br />* State in the school architectural contract specifications that the school campus be designed <br />for use by the total community when it will not adversely affect the instructional use of the <br />facility; and <br /> <br /> <br />
