Clifton, Jr.,-(~ ~ <br />DATE: September 26, 1996 ~2 <br />RE: Recreation Incentive Grant Program FY 96-97 Funding Allocations <br /> <br />Attached you will find the Parks & Recreation Advisory Board recommendations regarding this <br />years Recreation Incentive grants totaling approximately $100,000. I do not propose any changes <br />to their proposal. However, I do feel obligated to offer comments related to issues that need <br />further study. <br /> <br />The County Commission previously directed that I review the current incentive grant program <br />and formulate recommendations regarding its future. That effort is not yet complete and no <br />definitive proposals are finalized. That effort is proceeding and will be addressed prior to next <br />years award considerations. <br /> <br />The FY 96-97 incentive grant requests as formulated represent 10 projects where 7 are <br />maintenance oriented. They include the replacement or renovation of facilities that appear to have <br />had little or no routinely scheduled upkeep. Collectively, everyone responsible has not done a <br />very good job of caring for the public's property. For whatever reason(s), and without attempting <br />to establish blame, it is suffice to say that the maintenance of recreational facilities has not been a <br />priority and that lack of interest does carry financial implications. <br /> <br />Besides the impact on this years incentive grant allocations, the joint initiative of the County <br />Commission and school board(s) to develop new additional school-park options needs to be <br />evaluated from a facility maintenance perspective. New facilities will not remain functional if <br />routine maintenance is ignored. <br /> <br />Suggested actions to be pursued could include: <br /> <br />Establishment of an inventory of public (school/county) recreational facilities with a <br />determination of the condition of equipment, an estimate of repairs-upgrade costs and a <br />status report as to use. <br /> <br />Page 1 of 2 <br /> <br /> Office of the County Manager <br /> <br />P.
