Planning and Zoning Commission Minutes <br />November 21, 1996 <br /> <br />Page 6 <br /> <br />The Chair introduced the second item on the Agenda, Request for relief from <br />preliminary approval requirements: <br /> <br />Applicant:. Christopher 7. Palladino <br />Request: Relief from preliminary approval requirements <br /> <br />This was a request to the Cabarrus County Planning and Zoning <br />Commission from Christopher J. Palladino for relief from <br />preliminary approval requirements for his subdivision Twin Rock. <br /> <br />Mr. Michael Byrd, Transportation Planner, addressed the Board <br />presenting this request stating he received a letter from Mr. <br />Christopher Palladino regarding some of the preliminary <br />requirements for Twin Rock subdivision off Shiloh Church Road. <br />He said one of the Board's requirements was acceleration and <br />deceleration lanes at the entrance to the subdivision. Mr. Byrd said <br />in this situation, and he believes this problem will be occurring <br />again, they simply do not have the property available to let them <br />build the acceleration lane. The State requires 100 feet per every 10 <br />miles per hour for the speed limit. They have about 212 feet on <br />that side of the road. Mr. Byrd said this was his requirement from <br />NCDOT. They are a lot more lenient on these kind of requirements <br />than we are. It is not required by NCDOT. They are holding the <br />issuance of the driveway permit until this board makes a decision. <br /> <br />Mr. Moose asked Mr. Byrd what does the staff recommend. <br /> <br />Mr. Byrd said the staff recommend approval. <br /> <br />Mr. Marty Wilkins, representing Properties, addressed the <br />Board stating this is a small developmenL It is only going to be 47 <br />houses and the lots are large. He said a big part of their concern is <br />Mr. C.B. Gardner, who has lived there a long time, they will be <br />tarring up half his front yard building this subdivision. <br /> <br />Mr. Hill asked Mr. Byrd if the City of Concord have a similar <br />clause about deceleration lanes for developments of a certain size? <br /> <br />/O <br /> <br /> <br />
