Planning and Zoning Commission Minutes <br />November 21, 1996 <br /> <br />Page 5 <br /> <br />The Chair said as she understands it, they have met the <br />requirement on the buffer yard, so there is no waiver. <br /> <br />The vote was 2 to 5, the Chair and Mr. Hobbs for the Motion; Ms. <br />Harkey, Mr. Moose, Mr. Hill, Mr. Kiefer, and Mr. Lane against the <br />Motion. The Motion was denied. <br /> <br />Mr. Moose said the egress and ingress to and from Highway 49 to <br />this piece of property is not sufficient and safe with the volume of <br />traffic that is going to be proposed for this property. It is a very <br />congested area out there already. The roads out there are not <br />capable of handling that much more traffic. <br /> <br />Ms. Harkey said not only Highway 49, but Blackwelder Road itself <br />is narrow. <br /> <br />Mr. Lane said it is one thing for sure and that is Cabarrus County is <br />becoming a bedroom area for Charlotte. It is going to be <br />developed one way or the other. But until we have the proper <br />transportation for the people that live there, he does not think the <br />Board should approve it. <br /> <br />The Chair said to Mr. Wilson since the Board denied this <br />preliminary plat subdivision, they can appeal to the Board of <br />Commissioners. It will be heard at the Commissioners meeting in <br />December. <br /> <br />There being no further comments, Mr. Moose MOTIONED to deny <br />Hawick Commons preliminary subdivision plat, seconded by Mr. <br />Kiefer based on the amount of traffic that it would generate on the <br />small road. It will not be safe for the residents in that area. The <br />vote was 5 to 2, Mr. Moose, Mr. Kiefer, Mr. Hill Ms. Harkey, and <br />Mr. Lane for denial; The Chair and Mr. Hobbs against the denial. <br /> <br />Mr. Wilson said to the Board that he has already submitted the <br />subdivision to NCDOT for review and approval. He said they <br />have visited the site and checked the sight distances and the actual <br />traffic on Blackwelder Road, and they have not found any <br />problems with issuing them a driveway permit for the site. <br /> <br />/O <br /> <br /> <br />
