I CABARItUS COI]~I <br /> N OIITII £AI~OLINA <br /> <br />-- Memo <br /> <br />To: Board of Co~jn,,j~ioners <br />From: John Day~ <br />Through: Frank'Clifton <br />Date: December 5, 1996 <br />Re: Multi-jurisdictional Planning Effort <br /> <br />Some months ago the Chairman and the County Manager met with the managers and <br />mayors of the County's municipalities on several occasions for the purposes of discussing <br />functional consolidation of services and fostering other cooperative ventures. This effort <br />came about as a result of priorities identified at your last retreat. <br /> <br />One topic of discussion was consolidation of planning departments. It was determined <br />that now is not the opportune time for that effort, however, as a prerequisite, the various <br />jurisdictions should begin moving toward more uniform zoning classifications and <br />development standards. <br /> <br />Representatives from eachjurisdiction's planning department have met on two occasions <br />to discuss these issues. It is their intent, with the consent of the governing boards, to <br />move forward with this effort. If endorsed, the first program of work will be the <br />development of a countywide thoroughfare overlay zone, where development standards <br />are consistent for all jurisdictions (while still recognizing the uniqueness of each area). <br /> <br />Attached is a draft resolution endorsing this effort. The staff of each jurisdiction will <br />present this resolution to its respective governing board for adoption before proceeding. <br />Please review this draft and contact me if you have any questions or concerns.
