INTERGOVERNMENTAL AGREEMENT RESOLUTION <br /> <br />A RESOLUTION ENDORSING AN INTERGOVERNMENTAL AGREEMENT <br />AMONG CABARRUS COUNTY AND THE MUNICIPALITIES OF CONCORD, <br />KANNAPOLIS, HARRISBURG AND MOUNT PLEASANT TO INITIATE THE <br />PREPARATION OF A COUNTYWIDE THOROUGHFARE OVERLAY PLAN <br />INTENDED TO, ENHANCE THE QUALITY AND COMPATIBILITY OF <br />DEVELOPMENT, CONTROL FUTURE TRAFFIC CONGESTION, PROMOTE <br />ECONOMIC DEVELOPMENT AND PROTECT SCENIC CHARACTERISTICS <br />ALONG PRINCIPLE CORRIDORS THROUGHOUT CABARRUS COUNTY. <br /> <br /> WHEREAS, elected officials from the County and respective municipal <br />jurisdictions have undertaken efforts to strengthen relations through increased <br />cooperation and communication on intergovernmental issues; and <br /> <br /> WHEREAS, the various governments, have adopted Comprehensive <br />Plans, and zoning regulations pursuant to the authority contained in the North <br />Carolina General Statutes Chapters 160A and 153A; and <br /> <br /> WHEREAS, these documents serve as the primary, regulatory instruments <br />for each government to manage the general pattern of growth and protect the <br />health, safety and welfare to enhance the quality of life in Cabarrus County; and <br /> <br /> WHEREAS, area plans have been prepared through joint planning efforts <br />with neighboring jurisdictions to ensure compatibility and coordination in the <br />review and regulation of various land uses and interjurisdictional transportation <br />improvements; and <br /> <br /> WHEREAS, adoption of Thoroughfare Overlay regulations within each <br />government's respective Zoning Ordinance jurisdiction are intended to serve as <br />tools to guide physical development and to protect and enhance property values <br />along principle corridors by encouraging appropriate land usage through the <br />application of specific design criteria; and <br /> <br /> WHEREAS, the various governments have expressed an interest in <br />defining methods and opportunities to improve the character and image of the <br />overall community by adopting a uniform, intergovermental Thoroughfare <br />Overlay Zone Regulation Program to promote the protection and enhancement <br />of principle transportation corridors in Cabarrus County for the general welfare <br />of county residents and its visitors; and <br /> <br /> <br />
