The system proposals were to include software, hardware, instal-
lation, training, warranty and maintenance for the new system, and
trade-in of existing system. Sealed bids were received and opened on
November 10, 1994. As it will not be necessary to pay for maintenance for the
period ending June 30, 1994, funds totaling $38,500 are available in the
health department budget for purchasing a new system.

Two separate on-site visits and at least two separate phone inquiries
were made to users of DAC$ and Tekton equipment. Also, two on-site
visits were made to users of Lanier equipment. No site visits were made
to Dictaphone equipment users. After reviewing bids, performing site
visits, and talking with users of the systems, the following was
determined:

DACS, Inc.: (lowest bid received)
-Two agencies that purchased the DACS system had system
crashes within the first 6 months of use. Hard disks had
to be replaced in the system. One agency was asked
to fund the cost of replacement; one was not.
-At least one agency was so dissatisfied with the maintenance
received, they abandoned the use of the system and purchased
another system from a different vendor.
