State law allows quality, past <br />performance, and availability of budgeted funds to be considered when making <br />the award to the vendor. <br /> <br />It is, therefore, recommended that the bid be awarded to the second lowest <br />bidder, Tekton, for $37,577, since it is our opinion, based on the above <br />information, that the low bidder was not the lowest responsible bidder when <br />considering all the factors. <br /> <br />ft <br /> <br />Attachments 5 <br /> <br /> <br />
