NORTH CAROLINA ASSOCIATION OF COUNTY COMMISSIONERS MEMORANDUM TO: County Comrrfissioners, Managers and County Attorneys FROM: C. Ronald Aycock, Executive Dkector SUBJECT: Legislative Goals - 1995 DATE: December 2, 1994 Enclosed are copies of 55 Legislative Goals approved by the Board of Directors for consideration at our Legislative Goals Conference, to be held at the Holiday Inn Bordeaux in Fayetreville on January 5-6, 1995. These goals have been divided into seven categories: Human Services (13); Public Education (9); Taxation and Finance (10); General Government (8); Planning, Economic Development and Land Use (4); Environmental Protection (5); and Corrections and Criminal Justice (6). These goals were approved by the Board at its meeting November 29. They were submitted to the Boa.rd by the Legislative Goals Committee, co-chaired by Commissioners Margaret Arbuclde of Guilford County and Bobby Greet of New Hanover County. The Legislative Goals Committee met on four occasions through October and November to review recommendations from Association Steering Committees involving approximately 100 proposals submitted by member counties and others. At the suggestion of the Legislative Goals Committee, those proposals involving expenditures of state or local revenues are marked with asterisks. The conference in Fayetteville represents the conclusion of a very important educational and consensus-building part of our Association's mission. We ask that you try to consider and discuss these proposals in the month between your receipt of them and our Conference in Fayetteville. Unlike previous situations, the scheduling of the Legislative Goals Conference allows time for review. We hope you will ask our staff and Association leaders for additional information and background relevant to these and other issues in the period leading up to the Fayetteville Conference. In addition, the Legislative Goals Conference has been extended to include a two-hour open discussion period from 10:00 a.m. to noon on Thursday, January 5. You have received Registration Information with reference to the Legislative Goals Conference in Fayetteville. Please consider the importance of these issues and our consideration of them at the conference and make every effort to max/mize your participation in this part of our process.
