PROPOSED GOALS - 1995 <br />GENERAL GOVERNMENT <br /> <br />*Suvport for Funds for Libraries <br />Support efforts to increase state funding for libraries including: <br /> <br />· Increased State Aid to Libraries to support 74 public library systems; <br />· Provision of state funds to assist local governments with renovation and construction of public <br />library facilities with a match from local sources of at least 50% of total cost; (planning grants <br />also would be available); and <br />· Funding of the State Library's expansion request to support technical assistance, training, and <br />statewide services for local libraries. <br /> <br />Re~ister of Deeds Fee <br />Support legislation to authorize and additional fee on transactions in the Register of Deeds Office, <br />with proceeds from tb./s fee to be used for records management and preservation through <br />technological or other enhancements. However, no portion of the fees could be used to fund the <br />Special Retirement Allowance for Register of Deeds. <br /> <br />Vital Records Fee Increase <br />Seek legislation to authorize counties to charge for certified copies of vital records so that county <br />fees are consistent with state fees. <br /> <br />Voter Registration Mandates <br />Seek legislation to provide additional appropriations to implement state and federal voter <br />registration mandates. <br /> <br />Buildint Inspection <br />Support legislation to amend Chapter 840 of the 1991 Session Laws to delete requirements that <br />building inspectors assume responsibility for assuring that general contractors carry Workers' <br />Compensation insurance when failure to do so can result in misdemeanor charges against building <br />inspectors. <br /> <br />Construction Contract Bids <br />Support legislation to allow cities and counties to seek bids for single prime construction <br />contracts, ~vithout the requirement to also consider multi-prime bids. <br /> <br />Governmental Purchase Contracts <br />Support legislation to allow governmental units to set good faith goals for minori~ programs for <br />ail governmental purchases, not just significant construction contracts. <br /> <br />Emergency Medical Services Study Commission <br />Seek a Legislative Study Commission on Emergency Medical Services, with broad representation <br />from interested bodies (both pre-hospital and other), and staffed by persons who have no financial <br />interest in the distribution of funds. The study should address, among other points, the funding <br />actually needed to run credible programs. <br /> <br /> <br />
