PROPOSED GOALS - 1995 <br />PLANNING, ECONOMIC DEVELOPMENT AND LAND USE <br /> <br />*Economic Development <br />Support legislation to help counties promote and accommodate economic development, including: <br /> <br />· State assistance to fund construction of water and sewer facilities, and to provide state financial <br />assistance to compensate for the cost of water and sewer lines relocated because of state highway <br />improvement projects; <br />· State appropriations to support local economic development initiatives and programs, including: <br /> · Demonstration and pilot projects in economically distressed counties, <br /> · Certified Development Companies throughout the state; and <br /> · Lead Regional Organizations' programs to provide technical assistance in the area <br /> economic and community development activities, provided such funding is at the option <br /> of the local government. <br /> <br />Economic Impact of Regulations <br />Seek legislation to require that all environmental regulations and rules must have a component <br />that addresses economic impact along with the potential loss of jobs and investment. <br /> <br />Planninz <br />Support legislation to help counties accommodate growth through orderly local planning, through: <br /> <br />· Provisions that authorize county government to use the measure of value in condemnation <br />authorized in G.S. 136-112; i.e., to take into consideration the enhanced value of a remaining <br />parcel of land resulting from the public improvement which occasioned that condemnation; <br />· Increased appropriations for grants to counties in updating and improving Land Records <br />Management Programs, and to insura the existence of at least a basic Land Records Management <br />Program in every county; <br />· Provisions permitting public agencies to recover some costs associated with building and <br />maintaining Geographic Information Systems and other public computer systems through the <br />sales of electronic services and products as well as through imposition of reasonable fees for use <br />of and access to such systems; <br />· Clarification of the provisions of G.S. 153A-343 to provide that the exemption from first-class <br />mail notice requirements applies to initial zoning actions in the same manner as it applies to <br />rezoning actions in the same manner as it applies to rezoning actions, and <br />· Defeat of legislation to mandate land use or comprehensive planning requirements or regulations <br />that are developed or adopted by local officials. <br /> <br />Notice of Close Public Roads or Easements <br />Seek legislation to amend G.S. 153A-241 to require that a "notice" of public hearing be published <br />rather than the entire resolution when considering closure of a public road or easement. <br /> <br />6 <br /> <br /> <br />
