PROPOSED GOALS - 1995 <br />ENVIRONMENTAL PROTECTION <br /> <br />Solid Waste Ivlana~ement <br />Support legislation to review and revisit the 1989 North Carolina Solid Waste Management Act <br />to: <br /> <br />· Determine whether to modify requirements and mandates that are no longer practical due to <br />regulatory, legislative and judicial changes that have occurred since the Act's implementation; <br />· Deterrrdne whether to delay the comprehensive local government solid waste plan mandate until <br />the U.S. Congress deals with the issue of flow control; <br />· Provide legislative review of the solid waste industry; and <br />· Include requirements that private solid waste companies meet all mandates local governments <br />must meet in solid waste management. <br /> <br />*State A_oencv Action <br />Support efforts to redirect and utilize staff in the Department of Environment, Health and Natural <br />Resources to expedite decisions on solid waste permits, permit renewals, and plans with <br />establishment of appropriate deadlines for state agency action. If additional staff is necessary to <br />expedite these decisions, funding should be provided through state revenue sources, not through <br />additional tip fees or surcharges at local solid waste facilities. <br /> <br />Moratorium on Landfill Bans <br />Seek legislation imposing a moratorium on additional landfill bans on items in the waste stream. <br /> <br />Environmental Health <br />Support legislation to require that an owner or operator of a package treatment plant be requh'ed, <br />as a condition of a construction permit, to post a performance bond with the state to assure that <br />provision is made for continued operation and repair of the plant. <br /> <br />Environmental Health Specialists <br />Support legislative review to determine if overly stringent employment and certification <br />requirements impose handicaps on the ability of counties to hire qualified Environmental Health <br />Specialists. <br /> <br />7 <br /> <br /> <br />
