PROPOSED GOALS - 1995
CORRECTIONS AND CRIMINAL JUSTICE

Criminal Justice Reform
Support legislation which maintains an equitable relationship between the state and counties
regarding responsibilities for the criminal justice system, which promotes an efficient
environment for judicial process, and which instills public confidence in the justice system by
providing any or all of the following elements:

· A sentencing structure which is responsive to the increased demands on facilities by targeting
capital resources to those who have committed the most serious crimes or who are career
offenders;
· A focus on both rehabilitation and punishment through expanded non-incarcerative community-
based correction and treatment programs;
· Flexible approaches to having criminals repay a greater portion of their debt to society through
increases in jail fees, court facilities fees and fees for service of criminal process or other
documents;
· Use of pre-trial screening and jail population management programs to minimize the need for
pre-trial detention of offenders with low bonds; and
· Funding and staffing for the judicial system including courts, District Attorneys, Assistant
District Attorneys, and indigent defense commensurate with caseload to allow for expeditious
disposition of cases.

Juvenile Detention Center
Support legislation to provide additional juvenile detention facilities.

Parental Responsibility
Support legislation to place responsibility on parents to defray the cost of dependent children in
the Criminal Justice System.

Reimbursement for Sentenced Offenders
Seek an increase in the per day rate the state pays the counties as reimbursement for housing
sentenced offenders, and seek legislation which would reimburse the counties for housing
adjudicated offenders awaiting transport to the state prison system.

Emereencv Medical Care
Seek legislation to assure that county responsibility for inmate medical care under G.S. 153A-225
only includes responsibility for the medical care that is truly emergency and not for that part of
the care that is not emergency.

Inmate Medical Care
Support legislation which would limit the rate hospitals can charge for inmate medical care to
the approved medicaid rate.
