Jay the comprehensive local government solid waste plan mandate until the U.S. <br /> Congress cie. als with the issue of flow control; <br />(c) .Provide legislative review of the solid waste industry; and <br />(D) *Include requkernents that privat~ solid waste companies meet ail man,io.:~s local governments must meet <br /> in solid waste management. <br /> <br />State Agency Action <br />Support efforts to redi~ct and utilize staff in the Depa~hnent of Environment, Health and Natural <br />Resources to expedite decisions on solid w~tc permits, permit renewals, and plans with establishment of <br />appropfiat~ d~utlines for state agency action. If additional ~ is necessary to expedite the~ decisions, <br />funding should be provided through state revenue sources, not through additional tip fees or surcharges <br />at local solid waste facilities. <br /> <br />Mora:q .ritun on Landfill Bans <br />Seek legishtion imposing a moratorium on additional landfill bans on itern~ in the waste stream. <br /> <br />tinvLTonmental Health <br />Support legislation to require tha~ an owner or operator of a package treatment plant be required, as a <br />condition of a construction permit, to post a performance bond with the st~r_e to assure that provision is <br />made for continuccl operation and repair of the plant. <br /> <br />Environmental Health Specialists <br />Support legislative review to determine if overly stringent employment and certification requirements <br />impose handicaps on the ability of counties to hhe qualified Environmental Health Specialists. <br /> <br />Critical HabiYat Rulr~ <br />Support l%-%lative action to prohibit the Wildlife Resources Commission from adopting rules that attempt <br />to res~ct d:velopment in "critic.si habitats" of threatened and endangered species, <br /> <br /> <br />
