01/10/9~ <br /> <br />09:18 '~1 919 ?33 1065 NCACC <br /> <br /> PROPOSED GOALS - 1995 <br />CORI~C'rIONS AND CRIMINAL ~3STICE <br /> <br />Cr/.rnlnal Justice <br />Support legislation which maintains an exluimble relationship between the state arid counties regarding <br />responsibilities for the criminal justice system, which promotes an efficient enviroument for judicial <br />process, and which instills public eonfideuce in the justice sl, stern by providing any or all of the following <br /> <br />(A) *A sentencing structure which is responsive to the increased demands on facilities by targeting capital <br /> resources to those who have commil~d the most serious crimes or who ar~ cer~er offenders; <br /> *A focus on both rehabilitation and punishment through expanded non-incurcerative community-based <br /> correction and trcaiment programs; <br />(C) .Flexible apmuaches to having criminals repay a greamr portion of their debt to society through increases <br /> in jail fees, cou~ facilities fees and fees for service of criminal process or other documents; <br />(D) -Use of pre-trial screening and jail populatiou management pro,rams to minim/ze the need for pre-tr/al <br /> detention of offe~tders w/th Iow bonds; and <br />(E) *Fundhg and sr. alYmg for the judicial system including coum, Assistant District A~omeys, and indigeut <br /> defans~ commensurate with caseload w allow for expeditious disposition of cases. <br /> <br />Juvenile Detention Center <br />Support legislation to provide additional juvenile detention facilities. <br /> <br />Parental P~spunsibi.]ity <br />Support l~gislafion to place responsibility on parents to defray the cost of dependent children in the <br />Cr~r~i~,l ~ustice System. <br /> <br />Reimbursement for Senmnced Offend~s <br />Seek an increase in the per day rate the state pays the counties as reimbursement for housing sentenced <br />offenders, and seek legislation which would reimburse the counties for housing adjudicated offenders <br />awaiting transport to the ~r~ prison system. <br /> <br />Emertencv Medical Care <br />Seek legislation to assu~ that county responsibility for inrnat~ medical care under G.S. 153A-225 only <br />includes responsibility for the medical care that is truly emergency and not for that pan of the care tha~ <br />is not emergency, <br /> <br />Im~.,~ Medical. Care <br />Support legislation which would limit the rate hospi,,1, can charge for inmate medical care m the lower <br />of either the approved medicaid r~t~ or insumuc~ ra~. <br /> <br />W~ork Release Costs <br />Seek legislation to authorize a board of county commissioners or a regional jail commission authority to <br />adopt an ordinance establishing a reasonable tale for room and board which the court w/il require of <br />inrn~tes sentence~i m work release f~om the county or mgionai jail. <br /> <br /> <br />
