Cabarrus_ County
Sheriff's

January 31, 1995

Mr. Jeffrey Barnhardt, Chairman
Board of County Commissioners
Cabarrus County

Dear Mr. Barnhardt:

This letter is to follow-up our telephone conversation
concerning the problem we currently have with the telephone
system that serves the Cabarrus County Sheriff's Department, Jail
and Communications Division.

The current system is a NEC 16/48 digital telephone system.
It has the maximum capability for 16 telephone lines. This
system was purchased in December of 1982 on a lease from Concord
Telephone Company. The current monthly lease amount is
approximately $360.00.

The NEC corporation discontinued production of the NEC 16/48
telephone equipment approximately 7 years ago. We are currently
being serviced with used and reconditioned equipment. This is
fine but the telephone company has advised us that in the
relative near future replacement equipment will not be available.

This could prove to be a severe problem due to the fact that
our Enhanced 911 lines come in on 4 of the 16 lines served by
this telephone system.

A problem of much greater importance also exists with the
current system. Due to the fact that we only have the capability
to handle 16 incoming lines we cannot free up two additional
lines that are currently needed to put 800 households in Cabarrus
County on the enhanced 911 system. These 800 households are on
the Charlotte exchange and the equipment modifications that were
promised by Southern Bell have not been completed nor does it
appear to us that they will be compTeted in the next couple
years.

These 800 households currently come in on the 911 lines but we
do not get the automated subscriber name and location (address)
information as we do on all the other calls to our 911 system.

Southern Bell and Concord Telephone Company officials have
worked very diligently with us and have agreed to absorb several
thousand dollars in equipment expenses to resolve the problem
completely until the equipment is upgraded by Southern Bell.
