ICASARRU~COUN~I <br /> <br />February 27, 1995 <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />John Witherspoon, County <br /> <br />Jim Cook, Social Services ' <br /> <br /> for <br />Attached Budget Amendment Services <br /> <br /> I am writing to ask that the attached budget amendment be <br />considered by the Board of Commissioners at its meeting of March 6, 1995. <br /> <br /> This amendment would allow us to establish a contract from <br />April 1, 1995 through June 30, 1995 with Cabarrus Christian Cooperative <br />Ministry (CCCM) to provide social work services for needy families. <br />These families are eligible for the cash component of AFDC-EA (Title <br />IV-A) due to their being in crisis situations which may leave the family <br />homeless or in immediate danger of eviction or foreclosure. There may <br />also be situations in which emergency assistance is necessary to avoid <br />destitution of a needy child or provide shelter for children. As in <br />previous years, the cash component of the program can pay for up to <br />$300.00 for assistance to families. <br /> <br /> The services component which is new this year allows for social work <br />services to be used in conjunction with the cash component to help <br />families with various problems and avoid further deterioration. This is <br />an important service since intervention at this level by a caseworker can <br />often alleviate many of the problems the family may have so that child <br />abuse, neglect, or dependency does not occur. <br /> <br /> This proposal has been discussed with Ms. Peggy Cleveland, <br />Executive Director of CCCM. She has reviewed a draft copy of the <br />contract and has received approval to proceed from the Executive Board of <br />Christian Cooperative Ministry. They are very interested in providing <br />this needed service. We see that the staff of Cabarrus Christian <br />Cooperative Ministry will be an appropriate service provider for families <br />who are homeless or in jeopardy of becoming homeless. CCCM already <br />works with some of these same clients and the night shelter is not an <br /> <br /> Department of Social Services <br />P.O.
