Mr. John Witherspoon -2- February 27, 1995

appropriate place for families with children to stay since it mainly
serves single adult men.

The service provided by CCCM would be what is referred to as
Individual and Family Adjustment Services. This service involves a
general type of supportive counseling with families which focuses on
helping clients to cope with problems by utilizing additional community
resources and preventing further crisis situations. Families with
children have problems identified with child rearing, delayed development
of children, domestic violence, employment difficulties, education
problems, family disorganization, homelessness, and money management
difficulties. The caseworker consults with other agencies and community
programs such as Mental Health, Social Services, Health Department,
Housing Authority, power company, landlords, etc., in order to coordinate
services to meet family needs.

Currently, DSS staff are approving over 100 AFDC-EA applications
per month. Of these, approximately 20 families would be appropriate to
refer to CCCM for this service. We do not have adequate staff at DSS to
serve these additional families, so clients may receive only limited
service.

Each family to receive services through CCCM will be eligible for
AFDC-EA Services component. For this component, fifty percent of the
cost of service is reimbursed by federal revenues. While the remaining
fifty percent normally would consist of county funds, we have received
enough additional Title IV-A revenues to cover the remaining cost.
Therefore there will be no cost to the county for this contract.

Thank you for your consideration of this request. Please advise me
if I may provide additional information.

jfm
