Our plan also includes FS recipients, using employment under 30 hours and age of the <br />youngest child (if applicable) as a guide for inclusion. The Workfare program would, as is <br />the case with JOBS, compliment the E&T program ofFS. <br /> <br />Participants in the program would complete an opportunity contract that outlines the job <br />or work responsibility of the participant, along with those responsibilities of the agency, <br />such as job location, day care and transportation. It would as well spell out the sanctions <br />if the contract were not honored. Sanctions would affect the whole family unit and <br />increase in severity with occurrence. <br /> <br />Part of the program would be the actual securing and holding of a job. Participants who <br />secured and held full time employment for four months would have 30 and 1/3 rd for up <br />to two years. Medicaid would be available as long as there was a benefit. When income <br />ehminated need, or two years had been reached, whichever comes first, the one year of <br />transitional MA and day care would kick in. The participant would have received not only <br />additional financial incentive, but a medical and day care subsidy for up to three years. We <br />believe that investments made in additional financial incentives, day care and MA will be <br />largely off set by increased earnings during eligibility ,and less recidivism. This would <br />provide an adequate and secure base for the future.. <br /> <br />Detail: <br /> <br />Participation criteria- AFDC and FS recipients whose youngest child is I year (if <br />applicable). FS and AFDC recipients with under 30 hours of work per week. If it is a two <br />parent household, both parents will be encouraged to participate. However, they will only <br />be allowed to claim one exemption. Participation in work activity of up to 40 hours per <br />week, or a combination of work activity and or training will be required. <br /> <br />Exclusions from participation- medical, or recipient defined as essential. Essential is <br />defined as the client needed in the home to care for another member of the household who <br />is ill or incapacitated. Verification of the medical exemption and the essential status will <br />require a medical statement from a physician approved by the Department. Children up to <br />the age of eighteen that are full time high school students are also exempt. <br /> <br />Establishing special caseloads- Current JOBS case managers and two IM caseworker II <br />will provide both JOBS and Workfare services. Caseloads will contain approximately 41 <br />JOBS cases and 35 Workfare cases. Workers will provide IM case maintenance services. <br />This will provide case control, as well as consolidate all services being provided to the <br />family. It will as well decrease the action time when changes occur, and reduce errors <br />caused by transfer of information between programs. This action also introduces the new <br />service delivery system for NCCAN, wherein services required by the client are <br />coordinated and delivered through one source,with access to staff specialists if needed. <br /> <br /> <br />
