The configuration above wilt protect JOBS participation levels while allowing the <br />introduction of a new program. Priority will be given to maintaining JOBS levels, ln <br />addition, the mix of programs and the introduction of financial eligibility to the JOBS <br />equation, will maximize JOBS funding by accessing AFDC, MA and FS administrative <br />funding, <br /> <br />The average amount of time that a case remains an active JOBS case is one year. At the <br />end of this time, or earlier if appropriate, the JOBS case will be closed and the IM case <br />transferred back to the appropriate review unit if the case remains eligible for benefits. In a <br />similar fashion, Workfare cases will be transferred back to the unit if the case remains <br />eligible for benefits, except in workfare cases the length of time the case is to be held will <br />be six months if there is no unsubsidized employment, or four months after unsubsidized <br />employment has been secured. In the case of return to the unit with no unsubsidized <br />employment, the client will be put on job search. All participants in JOBS or Workfare <br />returned to regular units and those participating in job search, who have not found <br />unsubsidized jobs within two years, will have benefits terminated for a two year period, <br />unless good cause can be demonstrated. Good cause includes any verified medical reason <br />prohibiting gainful employment, the slowing of the economy creating a job shortage, or <br />documentation that a reasonable effort has been made to secure employment. Cases <br />where the client has found unsubsidized employment, will be monitored for continuation <br />of the financial incentives by the review unit. Should the client leave his/her position <br />without good cause, sanctions will be applied. Should the client find a position during the <br />sanction period where the pay is equal to or greater than the job left, the case will be <br />reactivated and incentives applied. Incentives will be applied to an otherwise eligible case <br />for a period not to exceed two years. Otherwise, the sanction periods will be upheld and <br />incentives denied for the life of the case. <br /> <br />Sanctions- Failure to comply will result in the termination of all benefits, except for MA <br />for the children and medical care for MPW eligibles. Cases that fail to comply with <br />program requirements will be initially sanctioned until cooperation is shown. The second <br />failure to cooperate will result in a four month sanction, and the third and subsequent <br />failures, eight months. <br /> <br />Development of Day Care- At eligibility and review, clients are to be reviewed for <br />employment in day care. <br />Letters to all potentially eligible clients will also be sent requesting their interest in <br />becoming a day care provider. <br />In developing day care, home visits and training will be required to help assure a quality <br />service. <br /> <br />Transportation- The Department will use JOBS LINK funds to pursue the <br />department's existing plan for expanding our transportation resources, or find another <br />provider, perhaps even the county, to assure that the plan to expand this resource is <br />available. <br /> <br /> <br />
