SECTION 7: COMPENSATION <br /> <br />Commission members shall be entitled to a per diem payment per regular meetings <br />attended. This per diem rate will be established by the Cabarrus County Board of <br />Commissioners. Members shall be reimbursed for travel and subsistence to <br />professional recreation meetings, conferences and workshops, with such <br />reimbursement being made in compliance with the general policies of the unit. <br /> <br />SECTION 8: OFFICERS <br /> <br /> There shall be a Chairman, First Vice-Chairman and Second Vice-Chairman of the <br />Commission. An annual election of the Chairman and the two vice-chairmen shall be <br />held by the Commission members and shall occur at the regular monthly meeting in <br />February. Officers shall serve for one year from election with eligibility for reelection. <br />New officers shall take office at the subsequent regular meeting in March. In the event <br />an officer's appointment to the Commission is terminated, a replacement to this office <br />shall be elected by the Commission, from its membership, at the meeting following the <br />termination. The Director of Parks and Recreation shall serve a Secretary of the <br />Commission. <br /> <br />SECTION 9: OFFICERS DUTIES <br /> <br /> The Commission Chairman shall preside at all meetings and sign all documents <br />relative to action taken by the Commission. The Chairman shall appoint all <br />subcommittees including a nominating committee composed of two Commission <br />members. A nominating committee shall be appointed at least thirty days prior to the <br />February meeting. <br /> <br /> When the Chairman is absent, the First Vice-Chairman, and if he is not present the <br />Second Vice-Chairman, shall perform the duties of the Chairman. When both the <br />Chairman and the Vice-Chairmen are absent a temporary Chairman shall be selected <br />by those member who are present. <br /> <br /> The Director of Parks and Recreation may delegate all or part of his secretarial <br />duties to another Department employee with the approval of the Commission, but shall <br />hold the office of Secretary and shall be held responsible for the satisfactory <br />accomplishment of the secretarial duties. The Secretary shall mail to all members <br />copies of official reports and the official minutes of all regular and special meetings, <br />prior to the next scheduled meeting. <br /> <br />SECTION 10: COMMITTEES <br /> <br /> The Executive Committee shall consist of the Chairman, Vice-Chairman, Secretary <br />(Director), and the representative from the Governing Body. <br /> <br /> The Committee Chairman is authorized to appoint such committees as, in the <br />opinion of the Commission, are needed. Standing Committee suggestions are (1) <br />program and activities; (2) property; (3) planning and finance; (4) personnel. <br />Temporary and project committees shall be appointed as needed. <br /> <br />/© <br /> <br /> <br />
