Description of Applying Organization

The primary goal of the Cabarrus County Health Department is the prevention of disease
and promotion of health. This goal is accomplished through continued commitment to provide
high quality services to all citizens of Cabarrus County and by maintaining a clear vision of dis-
ease prevention. "Public Health" is both an art and a science. It is a field that requires careful
balance of a technical and raoidlv advancing health system with the comolex and sensitive nature

Description of Applying Organization

of the public body.
Cabarrus County Health Department seeks out the imbalances in our community and
counters them. With a supportive Board of Health, progressive leadership, and qualified staff,
our agency has become a leader. We want to be a leader in the area of prostate cancer and to
target at risk individuals whose access to preventive care is limited by a number of factors. The
required combination of exams and tests in diagnosis is a hurdle in itself. The difficulty of reach-
ing minority males is a problem for healthcare providers nationwide. In this case there is no
prescribed answer. We as a community must involve our own players to address the issue of
prostate cancer.

Qualifications of Persons Who Will Be Primarily In Charge of
and Responsible For the Project

Health Director: William E Pilkington, DPA
Education: D.
