ICA8ARI U$ COUN 'I <br /> <br />TO: John Witherspoon, County Manage" <br />FROM: Jim Cook, Social Services Directo~,~ <br />DATE: 4-11-95 <br />SUBJECT: Contract for Computer Programming Services for the Public Assistance <br /> Single Application Project <br /> <br /> Enclosed is the contract we have negotiated with The Intelligent Document <br />Company of Newell, N.C. for computer programming services in connection with the <br />public assistance single application project being undertaken by our staff <br /> <br /> I understand that because of the amount of funding involved, it will be appropriate <br />for the Board of Commissioners to give approval to this contract. (I have, since 6-2-85, <br />had the Board's authorization to enter contracts for the purchase of budgeted services, <br />provided these contracts have been pre-andited by the Finance Officer). If possible, please <br />schedule the consideration of this matter at the April 17 Board meeting. <br /> <br /> I have sent the contract to the County Finance Officer for his pre-audit <br />certification. Susie Bonds is forwarding a copy to the County Attorney for his review. <br /> <br /> Through this memo, I want to document some of our research and reasoning as <br />regards the provisions of the contract itself and our selection of this particular contractor. <br /> <br /> At its meeting of March 20, 1995, the Board of Commissioners accepted a <br />$50,000 grant t~om the Cannon Foundation and approved a budget amendment which <br />added $50,000 in matching County funding l~om the Social Services budget to the grant <br />funding for this project. <br /> <br /> The contract provides for essentially the same type arrangement we are commonly <br />offered by computer programmers for the development ora specific sof~ware packages for <br />the Department, (eg., the programmer retains ownership of the sofo~vare package and is <br />entitled to sell licenses for its use to other organizations). <br /> <br /> It is my assessment that the price presented in this contract represents an <br />exceedingly advantageous arrangement for Cabarrus County.
