with costs for the development of other similar sofl3vare packages we have seen lately. <br />With these factors in mind, I have concluded it would not be appropriate for us to attempt <br />to elicit additional considerations from the contractor in regard to this agreement. <br /> <br /> The State Division of Social Services has expressed the desire to in some way <br />secure from the contractor at this point the most advantageous arrangement possible <br />should the State wish to purchase this soRware package for other counties in future. I <br />believe our first responsibility is to secure an arrangement which is as favorable to the <br />County as possible. I think the contract as proposed does this. Also, the State is not <br />contributing to the cost of this program and is not arran~ng for us to secure federal <br />reimbursement in connection with it. It is my intention to indicate to our Division <br />Director that he may wish to contact and negotiate with the contractor concerning the <br />State's needs and plans. I believe that should he wish to do this, however, it should be a <br />separate process from our contract negotiation. (While we certainly want our effort to <br />benefit all counties, it seema clear that the larger the advantage Cabarrus tries to secure for <br />the State, the higher the price Cabarrus might expect to have to pay a contractor. Also, <br />considering the tremendous amount of staff time and effort which has gone into this <br />project, as well as the resistance we have often encountered from lower level State <br />officials, I feel Cabarrus has done its "share" to improve the system for all counties). <br /> <br />With respect to selection of the contractor, there are compelling reasons for our <br />selection of The Intelligent Document Company. Included are the following: <br /> 1) The Department, using its staff computer programmer, assessed the program <br />language which lends itself best to this application, determined the work could not be done <br />internally, and researched to find a resource in the area which could be utilized. Resources <br />for programming in the language we need to use are relatively scarce. We basically <br />sought out this contractor and are confident the company can complete the work required. <br /> 2) The Intelligent Document Company has been utilized by us to develop a day <br />sheet program using Visual C++ and a data base program for in-home aides using Poet. <br />These are the languages we will use for the application project and its data base. The <br />contractor is familiar with our network, and much of the programming work done already <br />benefits the application program. This helps in limiting costs. <br /> 3) This company has done extensive work with our staffon the application project <br />and its requirements. It has developed sample pages from the application workbook and <br />demonstrated them on numerous occasions. The company has been involved in the <br />project so extensively that much work around business process requh'ements, basic design <br />concepts, communications and interfacing, data storage, and coordination with other <br />program~ has already been undertaken.
